The Bank of Russia has prohibited the transfer of digital currencies, including Bitcoin (BTC), Ethereum (ETH) and XRP, to non-custodial or self-custody crypto wallets, according to an October 12, 2026, note cited by Finbold.

The move comes as the central bank regulates mainstream cryptocurrency adoption in the country under Federal Law No. 282-FZ, which sets the legal rules for cryptocurrencies and digital rights in Russia.

Under the updated rules, the Bank of Russia has established that crypto transactions must be conducted strictly through state-supervised intermediaries and organized trading venues. Self-custody wallets are applications that generate, store and use users' private keys locally to sign transactions directly on a blockchain, without relying on a third-party custodian.

The central bank's note specifically names Bitcoin, Ethereum and XRP among the digital currencies subject to the new restriction on transfers to such non-custodial wallets.
