The Federal Reserve on Wednesday voted 9-3 to hold its key interest rate steady at a range of 3.5% to 3.75%, with three regional presidents dissenting in favor of raising rates.

The dissenting votes came from Beth Hammack of Cleveland, Neel Kashkari of Minneapolis and Lorie Logan of Dallas, who had been the most vocal about the need for higher rates to combat inflation that has remained above the Fed's 2% target for more than five years. The post-meeting statement noted the three "preferred to raise the target range for the federal funds rate by ¼ percentage point at this meeting." This marks the first time since September 2016 that three policymakers have dissented with a unified view on rate direction.

"We're reading this as a Committee with vocal hawks," said Ian Lyngen, head of U.S. rates at BMO Capital Markets.

The split vote presents an early challenge for Chairman Kevin Warsh, whose reluctance to offer clear signals on the future path of monetary policy had fueled unusually high uncertainty ahead of the meeting. Markets had largely expected a hold, though CME Group's FedWatch tool showed roughly a 1-in-3 chance of a surprise hike going into the decision.

The statement was nearly identical to the one issued after the June 17 meeting, consistent with the Fed's stance throughout the year following three rate cuts in late 2025. Officials again said "Economic activity is expanding at a solid pace despite elevated uncertainty that owes, in part, to the conflict in the Middle East," and noted that job growth "kept pace with the workforce and the unemployment rate has changed little" even as the labor force has contracted. As in June, the statement closed with: "The Committee will deliver price stability."

"The Fed appears to be running out of patience with above-target inflation, despite recent data coming in cold," said Kay Haigh, global head and chief investment officer of fixed income and liquidity solutions at Goldman Sachs Asset Management. She added that the committee's hawkish tilt, reflected in the three dissents, has likely been compounded by the recent escalation in Middle East hostilities.

Officials favoring tighter policy argued that inflation remains a burden on households, with recent price pressures tied to both tariffs imposed by President Donald Trump and higher energy costs linked to the Iran conflict. The full committee in June had penciled in one quarter-percentage-point increase by the end of 2026. Governor Christopher Waller, who has also voiced concern over inflation, voted in favor of the hold at this meeting. Warsh has called inflation "a choice" and has emphasized reducing the Fed's reliance on forward guidance about future rate moves; Wednesday's statement, like his first as chair, was notably shorter than had become the norm.
